Is It Okay for Strangers to Touch Your Natural Hair?

Does this happen to you:  Someone walks up to you and say, "Can I touch your hair?"  Then they want to pull, pick and stroke your hair in sure-fascination.  Why do you think they wish to, as Nicole Marie Melton put it, "cop a feel."
